Matthew Gardner
Richardson Ober DeNichilo

Matthew A. Gardner is a partner of Richardson|Ober|DeNichilo who works with community associations, homeowners and HOA boards of directors to amend governing documents, resolve homeowner/member disputes, manage assessment delinquency matters and provide leadership training to volunteers and community members.

In his more than six years with Richardson|Ober|DeNichilo, Matthew has worked with clients on risk management, reserve studies, rule creation and enforcement, financial reporting and budgets as well as community governance responsibilities.

Matthew’s levelheadedness helps him connect with people in a way that puts them at ease, makes them feel heard and enables the process of negotiation and communication to run smoothly. It’s this centeredness and ability to listen that makes Matthew successful whether he’s working on a collections matter, helping a board elect a new president or working with homeowners to amend their governing documents.

In addition to amending CC&Rs and counseling clients, Matthew also manages R|O|D Collect, our delinquent assessment collection services department. Matthew provides counsel on our judicial foreclosure program and advises why we believe it is the most productive way to retrieve overdue assessment fees. He supervises the collection managers and their collection accounts.


Mallorie Hall
The Prescott Companies

Mallorie Hall holds a Masters of Management and BS in Business Administration with a minor in IT. Mallorie holds designations for both a Certified Manager of Community Management (CMCA®) and an Association Management Specialist (AMS®).
 
Mallorie understands all aspects of the business having started as an Assistant Community Manager and promoting within the industry during the past 10 years. Having worked in federal funding prior to joining the HOA industry, Mallorie brings an emphasis for transparency and communication, education, processes, and adherence to her oversight of association financial deliverables.
 
Mallorie believes a cohesive team is one with shared values, celebrated successes, and learns and grows from mistakes, applying those lessons and using them to develop as a team. Mallorie is passionate about leveraging internal resources and best practices with financial and operational support, education and technology to create a team environment conducive to client satisfaction, development, credibility and sustainability.




Tim Flanagan
Flanagan Law, APC

Tim Flanagan is a Partner with Flanagan Law, APC.  Tim’s law practice has been dedicated solely to the representation of community associations in Southern California since 2010.  Tim oversees the firm’s corporate counsel and enforcement litigation practice.  Tim is currently serves on the Board of Directors of San Diego Chapter of CAI.  In 2011, Tim was nominated as Speaker of the Year by the Orange County Chapter of CAI and he was a featured speaker at the 2019 CAI National Law Seminar in New Orleans where is presented before hundreds of HOA attorneys from across the country. Outside of the office, Tim spends his time on the baseball diamond where he manages both of his son’s Little League teams.
